Zusammenfassung:	PURPOSE: An apparatus for reducing electric power consumption in the start of a fuel cell system is provided to reduce electric power consumption used by an electronic heater through the temperature increase of a PROX reactor and a stack. CONSTITUTION: An apparatus for reducing electric power consumption in the start of a fuel cell system comprises: a heat exchanger(14) for heating a shift reactor(12) with the steam heated by a burner; a steam exhaustion pipe(19) of the heat exchanger for heating the shift reactor; and a heat exchanger for heating cooling water heated by the heat exchange of steam and cooling water, wherein the steam exhaustion pipe is connected to the heat exchanger and a stack cooling water pipe(30) is installed.
