The temperature of cooling water when the start switch is ON is modeled to calculate the temperature of the cooling water(S3). The measured temperature of the cooling water when the start switch is ON is compared with the modeled temperature of the cooling water(S4). If the measured temperature is lower, it is determined that the cooling water is deficient(S5).
