Zusammenfassung:	PURPOSE: A device for generating a rotational force of a rotary shaft using a permanent magnet, minus effects of a superconductor, and lever principle is provided to produce electricity without restriction in place and reduce environmental contamination due to the combustion of fossil fuel. CONSTITUTION: A device for generating a rotational force of a rotary shaft comprises a frame(5) which supports the device, a rotary shaft(6) which is installed in the frame, a bushing bearing(7) which is installed to reciprocate on the rotary shaft, a lever(9) which reciprocates within the bushing bearing, a buffering apparatus which is installed between the rotary shaft and a sinker(10) which is formed on an end of the lever, a permanent magnet(11) which covers the outer end of the sinker and has a convex surface, and liquefied nitrogen and helium which are used as refrigerant for a superconductor.
