Zusammenfassung:	PURPOSE: An apparatus and a method for measuring an initial position and velocity of an object which moves on a plane are provided to conveniently measure velocity even though a work for positioning an object is not accurately performed. CONSTITUTION: The first measuring unit(10) comprises the first sensor array and the first light source. The first sensor array includes a plurality of light receiving sensors for obtaining position information of an object stopped on a plane. The first light source radiates a ray to the light receiving sensor of the first sensor array. The second measuring unit(20) measures position information at two or more view points of an object moving on a plane. A calculating unit(30) calculates an initial position and velocity of an object from time and position information obtained from the first and second measuring units.
