Zusammenfassung:	PURPOSE: A plasma display panel and a manufacturing method thereof are provided to improve a secondary electron discharge property by adding monocrystalline MgO powder doped with Sc to a protective layer, a partition, and a fluorescent layer of a PDP. CONSTITUTION: A plurality of discharge electrodes and a first dielectric layer(190) are successively formed on a first substrate. A first protective film(195a) including MgO is formed on the first dielectric layer. A second protective film(195b) is formed on the first protective film. The second protective film includes a monocrystalline MgO powder doped with Sc. The first substrate and the second substrate in which a plurality of address electrodes is formed are attached.
