Zusammenfassung:	PURPOSE: A gateway apparatus for interconnecting a plurality of other networks is provided to execute communication having a region closing property between MVNO(Mobile Virtual Network Operator). CONSTITUTION: A mobile communications business(6) installs a BS(Base Station) and a gateway device(1) about a plurality of terminals. An ISP(Internet Service Provider) installs HA(Home Agents). A plurality of GRE(Generic Routing Encapsulation) tunnels is set between BSs and the gateway unit. The IP in IP tunnel is set at the interval of HAs and the gateway unit.
