CONSTITUTION: A charging control unit(10) charges a battery by supplying power. A power usage and cost calculation unit(20) measure the electric energy provided to a battery. The calculation unit calculates the electric charge corresponding to the electric energy. A calculating unit settles accounts the electric charge.
