Zusammenfassung:	PURPOSE: An apparatus for reporting a state of a downlink channel in a wireless communications system and a method thereof are provided to report a state of channel from a terminal to a base station without request or assignment of the base station after a handover. CONSTITUTION: A message processing unit(410) analyzes a message received from a terminal while performing a network re-entry procedure with respect to a terminal. The message processing unit receives a ranging request message. The message processing unit extracts CINR(Carrier to Interference and Noise Ratio) information for a downlink preamble signal from the ranging request message. A control unit(412) assigns a downlink burst having a proper MCS level to the terminal on the basis of the CINR extracted from the ranging request message.
