A channel information estimating unit(110) estimates channel reaction information between a wireless transmitting/receiving device and the first base station by using a signal received from the first base station belonging to a cell to which a wireless transmitting/receiving device also belongs, and estimates interference channel information indicating the degree of interference to be affected on the second base station by a transmission operation of the wireless transmitting/receiving device by using a signal received from the second base station of a cell adjacent to the cell to which the wireless transmitting/receiving device belongs. A transmission method implementing unit(120) implements a transmission method of a radio signal to be transmitted based on the estimated channel reaction information and the interference channel information.
