Zusammenfassung:A developing device is provided to prevent a surface of an image holding member from being damaged by penetrating developer between a stepped portion and a seal member to lift the seal member. A developing device includes a housing(28), a developing roll(32), a stepped portion, and a seal member(48). The housing stores developer. The developing roll is rotatably supported in the housing, and has a developing region with a roughened surface supplying the developer to an image region of an image holding member. The stepped portion is formed in both sides of the developing region of the developing roll. A diameter of the stepped portion is smaller than that of the developing region. The seal member is contacted with a region of the stepped portion, which is opposite to the image holding member. An end of the seal member is contacted with a wall surface of the stepped portion.
