Zusammenfassung:	An apparatus and a method for transmitting or receiving a signal in a MIMO(Multiple Input Multiple Output) mobile communication system are provided to solve a spatial correlation diagram problem in transmission antennas by using a preprocessing scheme. An apparatus for transmitting or receiving a signal includes a PSC(Parallel to Serial Converter)(311), STBC(Space Time Block Coding) encoders(313-1,313-2), a preprocessing unit(315) and transmission antennas(317-1-317-4). The PSC converts a rearranged transmission data stream into two sub transmission data streams, and outputs each of the sub transmission data streams to corresponding STBC encoders. The STBC encoders encode the inputted sub transmission data stream by using a STBC scheme, and output the encoded data stream to the preprocessing unit. The preprocessing unit serially converts the signals outputted by the STBC encoders and generates double space time transmit diversity symbols.
