The waste supply device supplies aqueous polyvinyl acetate wastewater to the plasma incineration system. The plasma incineration system pyrolyzes or incinerates the wastewater by using plasma of 10,000 to 20,000 K. The cyclone dust collecting device collects the ultra low amount of fly ashes or soots generated in the plasma incineration system. The cooling device cools discharged components so as to separate a gas or a liquid from each other.
