Zusammenfassung:A system and a method for OBD(Outcome-Based Delivery) services are provided to increase visibility of a public value network by mapping public issues to a public policy system to clearly express a desired and shared public outcome. The system includes a mapper, a completion level assigner, a network management framework establisher, more than one public value network ability definition related to evaluated ability completion, an outcome transfer roadmap generator, and user output. The mapper generates public value network expression by defining and mapping a public issue for a public policy system to the desired public outcome. The completion level assigner records evaluation of a completion level of relation among public value network participants by assigning a completion level value to each relation. The user output generates visualization for generating/displaying the network, the relation, a completion level, and a roadmap to a user.
