Zusammenfassung:	Provided is a method for manufacturing an extinguishing agent in which added ingredients are treated so as to provide their effectiveness and extinguisher having high extinguishing capacity can be manufactured. The method for manufacturing an extinguishing agent contained in extinguisher, comprises the steps of introducing 5-15 g of sodium chloride to warm water of 30-40 deg.C to obtain a solution, dissolving 50-70 g of sodium phosphate dibasic in the solution, and dissolving 50-70 g of ammonium bicarbonate in the solution. The method further comprises the steps of dissolving 20-40 g of urea in the solution, and dissolving 35-50 g of ammonium sulfate in the solution. Also, the method further comprises the step of adding a surfactant to the solution.
