Zusammenfassung:PURPOSE: A method for issuing a qualification certificate using a smart card and the smart card having a qualification certificate function are provided to use the smart card as a qualification certificate by storing all information for the qualification certificates in the smart card equipped with a licensed certificate. CONSTITUTION: If a user requests the confirmation of the success in an examination, a qualification certificate issuing institution confirms the success of the user by using a successful candidate management database(s110). If the user requests the issuance of the qualification certificate using the licensed certificate after the user is confirmed as the successful candidate, a certification authority confirms the user based on the licensed certificate(s160). If the user is certified, the certification authority issues the qualification certificate to the user(s170). A user terminal stores all received data for the qualification certificate in the smart card.
