Zusammenfassung:PURPOSE: To provide a fin material made of aluminum or an alloy thereof for a heat exchanger which has high corrosion resistance and hydrophilicity without using chromium. CONSTITUTION: The surface of a fin material base material is coated with a surface treatment liquid (PH=1.8 to 4.5 and temperature=35 to 65°C) comprising phosphoric ions, Zr-F complex compound ions, a polymer shown by formula I and an HF (Hydrogen Fluoride) feed source. Washing and drying are performed to form a substrate film layer comprising the polymer of 3 to 60 mg/m¬2, P of 0.5 to 15 mg/m¬2 and Zr of 2 to 30 mg/m¬2. One or more finish coat film layers comprising a hydrophilic film formable material are formed thereon.
