Zusammenfassung:	PURPOSE: An electrode of a touch panel and a flat display including the touch panel thereof are provided to correct distortions of electric potential by controlling the size of an insulating layer between an electric potential compensation electrode and a transparent electrode. CONSTITUTION: An insulating layer(104a,104b) is formed on a transparent electrode of an area for growing an electric potential compensation electrode(101a,101b). The electric potential compensation electrode(101a,101b) is insulated with the transparent electrode by the insulating layer(104a,104b). A size of the insulating layer(104a,104b) is large at a position near to a signal application portion(103) and small at a position far from the signal application portion(103). The insulating layer(104a,104b) is formed around the signal application portion(103) in order to change a value of a contact resistance for the signal application portion(103). A corresponding contact portion(105a,105b) is formed with a contact resistance variable layer in order to vary a value of a contact resistance of the insulating layer(104a,104b) and the electric potential compensation electrode(101a,101b).
