The characteristic number allotting algorithm may consist of a region number(31), a telephone exchange number(32) and a telephone exchange number confirming number(32) of a telephone number(30), a sequence number(40), and a preliminary number value(42). The characteristic number allotting algorithm may consist of date numbers, resident registration numbers or others.
