METHOD FOR DISTRIBUTING CALL BY EACH LAYER IN RADIO COMMUNICATION SYSTEM SUPPORTING LAYER CELL

PURPOSE: A method for distributing call by each layer in the radio communication system supporting layer cells is provided to improve call success rate by making traffic uniformly and minimizing handover generated from a user of high speed. CONSTITUTION: If a new call or a handover call is generated (31), it is confirmed whether there is an available resource (32). If there is an available resource, the call is set up (33). If there is no available resource, all old calls are searched and a call having the longest duration time is selected (34). It is confirmed whether there is an available resource an upper level cell (35). If there is no available resource, the call is processed failed (36). If there is an available resource, a new call or a handover call is serviced (37). It is confirmed whether the duration time of a forced upward handover call is more than a reference time (38). If the duration time is not more than the reference time, it is finalized (39). If the duration time is more than the reference time, a downward return handover is carried out (40).
