Zusammenfassung:	PURPOSE: Bit allocation for sequence image compression is provided for allocating bits for representing blocks that are transmitted in an image compressing system. CONSTITUTION: A video telephone communications system (10) includes a videotransmitting /receiving system (14) including local (22) and remote processing systems (32) separated by a communication link (18). The local processing system determines indices to be sent to a remote processing system to represent the image. Under one aspect of the invention, the local processing system determines an optimal bit allocation by employing a lambda feedback technique in selecting the indices.
