Zusammenfassung:	PURPOSE: A stable water- and oil-repellent composition is provided not to generate a deposit for a long time even if mixing the water- and oil-repellent with a blocked isocyanate emulsion liquid. CONSTITUTION: A water- and oil-repellent composition which is so stable as not to cause settling for a prolonged period can be prepared by mixing a water- and oil-repellent with a blocked isocyanate emulsion comprising a blocked isocyanate, a surfactant and a liquid medium wherein the weight ratio of the blocked isocyanate to the surfactant ranges from 60:40 to 90:10 and the particles of the emulsion have a mean diameter of 250 nm or below. 차단된 이소시아네이트, 계면활성제 및 액체 매질을 함유하는 차단된 이소시아네이트 유화액 (여기에서 차단된 이소시아네이트 대 계면활성제의 중량비는 60/40 내지 90/10 이고, 유화액 입자의 입자 직경은 250 nm 이하이다) 과 발수발유제를 혼합함으로써 장기간동안 침전되지 않을 정도로 안정한 발수발유 조성물을 제조할 수 있다.
