The method includes the steps of: obtaining images taken around crime-ridden areas or public restrooms; setting a region of interest from the obtained images; setting a portion of the acquired image as a region of interest; performing analysis on moving objects within the region of interest; and generating emergency event occurrence information in response to the object being determined to be behavior people as a result of analyzing the object. 본 개시는 적어도 하나의 프로세서에 의해 수행되는 거동수상자 감지 방법이 제공된다. 이 방법은, 우범 지역 또는 공중 화장실의 주변을 촬영한 영상을 획득하는 단계, 획득한 영상의 일부 영역을 관심 영역으로 설정하는 단계, 관심 영역 내 움직이는 객체에 대한 분석을 수행하는 단계 및 움직이는 객체에 대한 분석을 수행한 결과 거동수상자로 판정된 것에 응답하여, 비상 이벤트 발생 정보를 생성하는 단계를 포함한다.
