The present invention relates to the denitration catalyst for removing nitrogen oxides from exhaust gas, which satisfies NO_2/NO_x >= 0.5. 본 발명은 화력발전소 초기 가동시 발생되는 고농도의 이산화질소를 함유하는 배가스 조건에서도 탈질성능이 우수하게 유지되는 화력발전소용 탈질촉매 및 그 제조방법에 관한 것이다.
