Apparatus and method for determining whether an entry vehicle to a non-signal intersection is paused or not at stop line

Provided are a device and a method for operating a variable traffic safety sign in accordance with a traffic condition of access roads at a non-signalized intersection. According to the present invention, an object recognition unit recognizes moving objects accessing a non-signalized intersection from videos obtained by photographing access roads of an intersection (hereinafter, referred to as "a non-signalized intersection") which is not controlled by a traffic light. With respect to any one (hereinafter, referred to as "target object") of the recognized moving objects, a variable sign control unit variably displays a traffic safety sign of a traffic safety sign installation/management manual of the national police agency on the basis of a road condition including the moving object positioned at the remaining access roads other than an access road where a target object is positioned, and controls a variable traffic safety sign device to variably display a guidance phrase which recommends to obey content of the variably displayed traffic safety sign. In addition, the variable traffic safety sign device is provided to variably display a traffic safety sign and a guidance phrase in accordance with a road condition by control of the variable display control unit, and to allow the target object to be directed thereto.
