According to the present invention, a system for billing a consulting fee by syllable unit includes: a request input module receiving a request text from a consultation requester; a fee payment module receiving a request fee as payment for the request text from the consultation requester; a request implementation module including a request providing part providing the request text to a consultant, and an answer input part receiving an answer text from the consultant having received the request text; a result providing module including an answer providing part providing the answer text to the consultation requester, and a satisfaction input part receiving satisfaction evaluation information about syllables included in the answer text from the consultation requester; an evaluation analysis module analyzing the satisfaction evaluation information; and a fee payment module including a fee calculation part calculating differential payment fees for the answer text in accordance with an analysis result on the satisfaction evaluation information, and a fee payment part paying the payment fees to the consultant.
