Various embodiments of the present invention relate to an electromagnetic wave absorber having lightning protection performance. The electromagnetic wave absorber having lightning protection performance comprises: a pattern layer in which a metal is deposited on both sides of a polymer film having a designated pattern, which transmits electromagnetic waves of a specific frequency band; a plurality of dielectric layers including dielectric fibers; and an electromagnetic wave absorbing layer including the dielectric fiber coated with nickel. A stacked structure in which the pattern layer or the electromagnetic wave absorbing layer is interposed between the plurality of dielectric layers may be included.
