Zusammenfassung:	To certify a game qualification, an apparatus of the present invention receives a request for certification of a game qualification from a user terminal, and determines whether a user of a user terminal is eligible for a game based on a response to the at least one preset problem sent to the user terminal and the problem received from the user terminal.
