The present invention relates to a part feeder to improve a feeding speed of parts and a part feeding apparatus. According to the present invention, the part feeder comprises a part receiver (61) and a rotational vibrator to provide rotational vibration to the periphery of an axial line of the part receiver. The part receiver comprises: an inner bottom part (62) having a truncated conical inner surface (62a), and part guide grooves (62b to 62g) formed on the inner surface and continuously loaded towards an outer circumference; and an inner circumferential part (63) having a reverse truncated conical inner surface (83), and a part transfer path (63b) formed on the inner surface and gradually lifted from a start point (63s) placed in a boundary position with the inner bottom part.
