The present invention relates to a processing liquid for increasing transparency of a horn paper, a manufacturing method of a horn paper using the same, a manufacturing device thereof, and a horn paper manufactured thereby. More specifically, the present invention expands a range of horns capable of being used as a horn paper by removing coloring of the horns for raw materials of the horn paper used in horn crafts, increases transparency of the manufactured horn paper, and improves economics and quality of horn crafts products. The processing liquid is divided into a first liquid and a second liquid and is processed in a form that each horn paper is sequentially immersed. The first liquid is 5% magnesium hydroxide (Mg(OH)_2) solution.
