The present invention provides a porous zeolite seaweed vegetation block which comprises: a body part including a zeolite aggregate on which multiple voids are formed on a surface, cement and an admixture, having a constant area and height, and formed of a cross shape; a through hole formed to vertically penetrate the body part in the center of the body part; a fixing screw passing through the through hole, and fixing the body part to a seabed; and a transplanting groove formed of a ″Ц″ shape at the upper part of the body part so that a seaweed transplanting device is inserted along the cross shape of the body part.
