Zusammenfassung:	The present invention provides a method to manufacture a brush seal and a jig for the same. According to the method to manufacture a brush seal, a stacking jig (10) is used to form a stacked body (22), and then the upper and lower plates (24, 26) are coupled and an inner side of the stacked body (22) cut. In this case, convenience of the process to form the stacked body (22) can be improved to enhance productivity. Also, the stacked body (22) can be obtained with uniformity using the stacking jig (10), thus seal productivity can be improved while the operation to arrange the stacked body (22) on the lower plate (26) can be performed with convenience. A jig to manufacture the brush seal, which is the stacking jig (10) for bristle stacking, has a base unit (12) which forms a cavity (13) and a cover unit (14) which covers the cavity (13). In the stacking jig (10), a main plate (12a) and a sub plate (12b), which can be separated from each other, constitute the base unit (12), and the stacked body (22) can be provided with uniformity. Accordingly, the operational convenience can be improved.
