PURPOSE: A transportable steel pipe propulsion device and a construction method are provided to construct a conduit line easily without an open cut construction method in a lower part of a ground in case a link canal structure is in an upper part of the ground. The transportable reaction frame comprises a steel sheet (110), an insertion groove (120), an enlarging part (130), and a connection hole (140). The height control type support stand comprises a bottom part (210), a support part (220), a height control jack (230), and a mount part (240). A trench is formed by excavating a ground where a link canal structure is positioned, and a bottom plate is installed in a trench bottom. A propelling steel pipe is installed in a leading end of the transportable steel pipe propulsion device and propelled. A conduit line is formed by being penetrated through the propelling steel pipe.
