Zusammenfassung:	PURPOSE: A cooling apparatus without wasting raw water, and a water supplying apparatus using thereof are provided to efficiently cooling the raw water, and to maximize the thermal efficiency. CONSTITUTION: A cooling apparatus comprises the following: a cooling unit(201) discharging heat generated from a thermoelectric element using cooling water passing through a cooling water circulation conduit line; a temperature sensor(303) detecting the temperature of the cooling unit; a cooling water inlet pipe(205) connected to the cooling water circulation conduit line; cooling water discharging pipes(209,213) connected to the cooling water circulation conduit line; and a controller for opening a valve(211) installed on the cooling water discharging pipes.
