Zusammenfassung:	A terminal registering method for offering the mobile VoIP service and a network device are provided to increase the response speed during a call connection and offer a high-quality service having the same level as that of the existing PSTN(Public Switched Telephone Network). A static IP(Internet Protocol) address is allocated to a mobile terminal(S300). When a local IP address varied according to an access network is received from mobile terminal, the static IP address is matched with a local IP address and the matched result is stored(S320,S330). When an SIP(Session Initiation Protocol) registration message is received from the mobile terminal, the mobile terminal is registered in a home subscriber server by referring to the static IP address and local IP address(S340-0~S380-0).
