An additive composition of the fuel used in a cement plant fuel includes 10 ~ 50 weight% of an oxygen generating agent, 20 ~ 35 weight% of a solubilizing agent, 0.01 ~ 2 weight% of an oxidation catalyst, 2 ~ 10 weight% of a dispersant, and a calorie generating agent. The additive composition for the fuel includes more an oxygen generating agent, an oxidation catalyst, a combustion agent and etc.
