A method for transmitting a message at a high rate of speed comprises the following steps of: setting up the subsystem number of a NO.7 system as a subsystem number for a visitor location register, when a location registration request is received from a mobile phone(410); registering location information of the mobile phone in a home location register as the set subsystem number(430); transmitting the subsystem number to a short message service center from the home location register(440); making the short message service center transmit a short message to the visitor location register(450); and transmitting the short message to the mobile phone through an interconnection network processor(460).
