Zusammenfassung:	A rotational crossbar device and an operating method thereof are provided to improve the fuel consumption ratio of a vehicle by improving aerodynamic characteristics of the vehicle. A rotational crossbar device comprises a crossbar(100), a fixing unit(200) and an angle adjustment lever(300). The crossbar is arranged perpendicularly to a roof rack provided at the top of a vehicle. The crossbar is formed with a hollow(110) and the fixing unit is inserted into the roof rack by passing through the hollow. A gear(210) is provided at a middle part of the crossbar to rotate the crossbar. The angle adjustment lever is provided at an upper end of the crossbar and is connected to the fixing unit to adjust the rotation angle of the crossbar relative to the roof rack.
