Zusammenfassung:	A system and a method for simulating traffic are provided to perform traffic simulation without traffic problems such as congestion and crash, and enable the user to easily search/obtain information for traffic distribution and a congestion area. A traffic volume calculator(120) calculates allowable traffic of each road section by using the number of lanes and regulation speed of the road section. An optimal traffic calculator(130) calculates the optimal traffic of each road section based on the allowable traffic. A route former(140) simulates a vehicle along a determined moving route by determining the moving route to drive the road sections while keeping the optimal traffic. The optimal traffic calculator calculates the optimal traffic corresponding to a state of each road section by utilizing a selected network flow logic based on the allowable traffic.
