PURPOSE:To obtain the titled pharmaceutical consisting of a viscous layer containing a carboxylvinyl polymer and water-insoluble high polymer as main ingredients and medicine layer obtained by blending a water insoluble high polymer, water soluble high polymer, etc., with a medicine and capable of attaching to oral mucous membrane for long period and continuously releasing the medicine. CONSTITUTION:A medicine layer 2 obtained by blending a medicine with a water- insoluble high polymer such as vinyl acetate resin, a water-soluble high polymer such as hydroxypropylmethylcellulose and/or a water-decomposable high polymer such as hydroxypropyl-methyl-celluloseacetate succinate is laminated with an adhesive layer 1 containing carboxyl polymer such as polyacrylic acid, water-insoluble high polymer such as ethylcellulose as main ingredients to provide the pharmaceutical for oral cavity having sustained release property, closely and readily adhering to mucous membrane of oral cavity, free from influence from secretion liquid such as saliva, eating and drinking or talking, remaining in mucous membrane of oral cavity over a long period and simultaneously effectively and continuously releasing the agent and suitable to locally or sistemically continuous administration.
