Zusammenfassung:PURPOSE: To renovate the coldness and hotness occurrence form to simplify the constitution of the entire facility, and remove the danger of refrigerant leakage, by arranging a plate- shaped good heat conductor in cooling target region so that the cooling effect may be suppressed by the radiation of cold from the plate-shaped part of the plate-shaped good heat conductor by an electronic refrigerating element. CONSTITUTION: A heat insulating layer is made by laying, for example, a foamed styrene plate 4 all over the topside of an aluminum plate 1. A heat conduction suppressive section 6 lower in heat conductivity than the aluminum plate 1 as the main body of the plate-shaped good heat conductor is made in the shape of a surface cover film, at the section corresponding to the plate of laying of an electronic refrigerating element 2 at the bottom of the aluminum plate 1, and in its periphery section, that is, at the central section at the bottom of the aluminum plate. By the formation of the heat conduction suppressive section 6 in the shape of a surface cover film, the temperature of the bottom of the aluminum plate being the face for radiation of hotness and coldness is equalized further effectively, whereby the further equalization in radiation of coldness and hotness is contrived to improve the radiant cooling performance. Together with it, the occurrence of dew condensation at the section being positioned corresponding to the place of laying of the electronic refrigerating element 2 and in its peripheral section out of the bottom of the aluminum plate is prevented.
