Zusammenfassung:	PURPOSE:To surely shut off the flow course by having an unusual state detecting means generating the driving force for an overflow preventing element when an unusual state occurs. CONSTITUTION:When a hazardous earthquake occurs, the gravity is out of balance so that a casing 26 inclines to turn a driving shaft 24. The turning thereof forces a holding pin 23 upward along with a cylindrical magnet 18, on account of which a lift transmission member 14 moved up with the cylindrical magnet 18 makes an overflow preventing element rise via both a connection rod 19 and a coiled spring 12, whereby shutting off a flow course. If a fire breaks out, a melting plate inside a thermo-sensitive box 29 melts and the gravity is unbalance so that the driving shaft 24 is similarly turned.
