Zusammenfassung:	PURPOSE:To obtain the title uniform and fine high-expansion ratio foam excelling in hand and markedly improved in plate-out resistance, by markedly accelerating the decomposition of a blowing agent by adding a specified amount of a combination of an alkali (alkaline earth) metal phenolate with an alcohol/zinc chloride mixture to a chlorinate resin and foaming the mixture. CONSTITUTION:A base mixture (A) formed by mixing 100pts.wt. chlorinated resin (a) (e.g., PVC) with a chemical blowing agent (e.g., azodicarbonamide), a blowing aid, a plasticizer, a stabilization aid or other additives is mixed with a stabilizer component (B) comprising a combination of 0.01-3pts.wt. at least one alkali (alkaline earth) metal phenolate (e.g., barium dodecylphenolate), 0.01-3pts.wt. mixture (d) of 30-90wt.% alcohol (e.g., ethylene glycol monobutyl ether) with 70-10wt.% zinc chloride, and the obtained mixture is foamed.
