Zusammenfassung:	PURPOSE:To prevent the deposition of the deposits contained in an enriched waste liquid in a transfer piping and an accident to the clogging of the piping by providing a piping heater controller which closes a valve provided to the transfer piping when abnormality arises in the piping heater. CONSTITUTION:A temp. measuring instrument 6 which properly measures the temp. of the transfer piping 4 is provided to said piping to monitor the temp. of the piping 4. The signal indicating 'piping heater abnormal' is formed in the piping heater controller 7 when the abnormality arises in the piping heater 5.
