The inside of the refractory sleeve 21 is covered with a high heat conductive refractory 22 while a pipe 32 is so formed that a gas for cooling spilled from the pipe 31 for inflow directly contacts the inner circumferential surface of a refractory 22. As a result, the upper refractory sheath 20 has the outflow pipe 32 which is so formed that an air shielding layer 40 is interposed in contact with the inner circumferential surface. This achieves a higher melt loss resistance of the refractory sleeves and an eased heat stress thereby preventing the cracking of the refractories.
