Zusammenfassung:	PURPOSE:To prevent the occurrence of bubbles in an adhesive layer when drying and improve the dielectric breakdown voltage by coating a flame retardant on the surface of a porous supporter, permeating the gas from the supporter side or the flame retardant layer side, and drying the flame retardant layer to maintain the permeability of the supporter. CONSTITUTION:A flame retardant 2 is coated on the surface of a porous supporter 1, the gas is permeated from the supporter 1 side or the flame retardant 2 layer side, and the flame retardant 2 layer is dried. After the permeability of the supporter 1 is thus maintained, an adhesive is coated on this flame retardant 2 layer side, and its solvent is evaporated. The solvent in the adhesive layer is thereby evaporated not only from the adhesive side but also from the supporter 1 side, thus no bubble occurs in the adhesive layer, and the dielectric breakdown voltage is improved.
