Zusammenfassung:	PURPOSE:To transmit a picture without a waiting time even when a picture transfer request exists in the same picture storage device at the same time by providing plural picture storage means to each of picture storage devices. CONSTITUTION:When a picture transfer request comes from a picture generator 1a and a picture display device 3a at the same time to, e.g., a device 2a while a picture is stored in optical disks OD24a, 24b, 24c of picture storage devices 2a,2b,2c, a picture is transferred from the OD 24a to a 1st picture storage means 221a with respect to a request from the generator 1a and the picture is transferred to the generator 1a via a star coupler 4. Simultaneously, with respect to the request from the display device 3a, the picture is transferred from the OD 24a to a 2nd storage means 222a and the picture is transferred to the display device 3a via a star coupler 10.
