Zusammenfassung:	PURPOSE:To improve adhesion to substrates and to improve the balance between strippability and adhesion to a paste-coated surface, by forming a double-layer structure by combining a priming layer contg. a vinyl chloride copolymer with a surface layer composed of a polyvinyl carbamate compd. by using a crosslinking agent. CONSTITUTION:This strippable treated layer is formed from a priming layer composed of a urethane/vinyl chloride/functional monomer copolymer provided on a substrate to be treated and a surface layer composed of a polyvinyl carbamate compd. provided on said priming layer. The priming layer is combined with the surface layer by a crosslinking agent incorporated in the surface layer. Pref. the priming layer is composed of 20-60wt% urethane, 20-70wt% vinyl chloride and 5-60wt% functional monomer. The polyvinyl carbamate compd. has a vinyl alcohol unit content of pref. 5-95mol%.
