Zusammenfassung:	PURPOSE:To prepare an aq. soln. of the title compd. having an excellent heat stability directly in a single step, by polymerizing an alpha-halogenoacrylic acid (salt thereof) in water of a specified pH. CONSTITUTION:The title aq. soln. can be prepared by polymerizing an alpha- halogenoacrylic acid (salt thereof) in the presence of a catalyst (e.g., potassium persulfate) at 80-120 deg.C in water with its pH adjusted and maintained at 3.0-8.0, pref. 4.0-6.0 with an acid (e.g., HCl) or an alkali (e.g., NaOH) for at least 25% of the total time required for the polymn.
