Zusammenfassung:	PURPOSE:To obtain the title composition which is used as an activator for fluorescent substances and in the field of ceramics, by dissolving or suspending a halide of a specific metal such as Al and an alcohol amine in a lower alcohol and allowing them to react with each other in the presence of ammonia. CONSTITUTION:(A) A halide of at least one selected from Al, In, Y lanthanoid elements, Sn, Ti, Zr, Sb, V, Nb, and Mn (as a halide, are preferably cited hydrated halides, oxyhalides, hydrated oxyhalides) and (B) an alcohol amine, preferably ethanolamines of formulas I-III [R1, R2 are CnH2n+1 (n is 0-4)] are dissolved or suspended in an alcohol of 1-4 carbon atoms. and allowing them to react with each other in the presence of ammonia.
