Zusammenfassung:	PURPOSE:To reduce the length of a lower part arm and improve the working precision by installing an expandable bellows into which a tapered unit having an upper part wire guide can be introduced, onto the side wall of a working tank into which a lower part arm having a lower part wire guide penetrates. CONSTITUTION:When a working tank 11 shifts leftward and a side wall approaches a tapered unit 15, and the distance between the side plate 19 of a bellows part 17 and an arm installation frame 23 becomes a certain value l1, the shift of the side plate 19 is suppressed by a connecting rod 25. When the working tank 11 shifts leftward furthermore, the working tank side of the bellows part 17 shifts, and the bellows part 17 extends leftward by l4, and the tapered unit 15 intrudes into the bellows part 17, and the min. interval l2 from the side plate 19 is kept. When the working tank 11 shifts rightward, the bellows 17 is contracted, and the connecting rod 25 shifts inside the lower part arm installation frame 23, and a coil spring 27 is contracted. Therefore, the working tank 11 can be shifted from the installation part of a lower part wire guide 7 to the installation part of the arm 9, and the length of the arm 9 can be reduced.
